City of Portland issued the following announcement on Mar 23.
The City’s tornado sirens will be tested by Ionia County Central Dispatch at Noon on the first Saturday of each month, April through October. At any other time, you hear the tornado siren, it means that a tornado warning has been issued for our area and you should seek shelter immediately.
