Michigan legislature passes bills limiting foreign influence

In the week of May 6, several bills were passed in Michigan's legislature. A notable package, HBs 4233-4235 and 4238-4242, collectively referred to as the Foreign Influence Package, aims to restrict foreign entities' influence within the state. HB 4233 prohibits foreign principals from acquiring agricultural land in Michigan post-enactment unless registered with the Secretary of State (SOS). The Attorney General and circuit courts are empowered to act against violations.

HB 4234 prevents foreign ownership or interest in agricultural land near military installations. The SOS can seize such lands if deemed a threat. HB 4235 bans certain foreign applications on government devices. HB 4238 amends school codes to limit cultural exchange agreements with specific foreign countries.

HBs 4239 and 4240 focus on state institutions and public bodies regarding cultural exchanges and grants from countries of concern, enforcing disclosure requirements and civil penalties for non-compliance. HB 4241 restricts economic incentives for foreign entities through the Michigan Strategic Fund, requiring affidavits confirming domestic status. Lastly, HB 4242 mandates medical records be stored in the U.S. or Canada.

The sponsors of these bills include Reps. Johnsen, Meerman, Smit, Jenkins-Arno, Bruck, Schuette, Hoadley, and Thompson.

Additionally, other bills were passed during this period:

- HB 4136 requires voter registration availability for applicants of hunting or fishing licenses.

- HB 4345 allows school districts to waive missed instruction days due to emergencies.

- HBs 4007 & 4283 recognize RICE generators as clean energy systems.

- HB 4178 provides insurance producers educational credits through certified activities.

- HB 4072 ensures patients receive leftover prescribed eye drops upon discharge.

- HB 4071 permits insurers to offer value-added products related to coverage types.

- HB 4328 allocates funds for storm disaster relief grants.
